By the application of external force, strain suffered my the water is less but air can show more strain(compression). So due to less stain more elasticity of water than air.
Or
Water is more elastic than air because water cannot be compressed easily as compared with air. So water is having less compressibility than air hence water is more elastic. (Elasticity inversely proportional to Compressibility)
